The Hagerstown Citizens on Patrol, Inc. (HCP) is a non-profit organization created to serve the community by assisting the Hagerstown Police Department in the identification and deterrence of crime.

Our organization consists of dedicated members of our community who regularly volunteer their time and efforts by patrolling our community as extra “eyes and ears” for the Hagerstown Police Department. HCP members regularly patrol on weekend evenings and have been instrumental in numerous apprehensions of persons committing criminal acts.

The Hagerstown Citizens on Patrol, Inc. (HCP) is currently operating out of the headquarters building of the Hagerstown Police Department.  HCP is relocating to the historical Hagerstown Fairgrounds Entrance Building in order to fulfill our goal of expanding our membership and increasing patrols & visibility within our community.
